REDEVELOPMENT COMMISSION ISSUES A REQUEST FOR QUALIFICATIONS FOR A MASTER DEVELOPER
The Highland Redevelopment Commission is pleased to announce the issuance of its Request for Qualifications (RFQ) for a Master Developer for the Highland Redevelopment Area.  Responses to the attached RFQ are due November 10, 2008 at 4:30 PM (CST) in the Municipal Building located at 3333 Ridge Road, Highland, Indiana.  Any questions concerning the RFQ shall be directed to the Director of Redevelopment, Cecile Petro, at cpetro@highland.in.gov or faxed to 219-972-5097.  A copy of the RFQ is available at the Municipal Building or online. Thank you for your interest.

THE REDEVELOPMENT COMMISSION EXPANDS THE HIGHLAND REDEVELOPMENT AREA AND DESIGNATES THE AREA AS AN ALLOCATION AREA
On June 25, 2008, the Highland Redevelopment Commission approved the expansion of the Redevelopment Area and designated the total area as an Allocation Area through Resolution No. 2008-10. The Allocation Area allows the use of Tax Increment Financing  within the total Redevelopment area. The Highland Redevelopment Area was  first created on May 28, 1997 and amended in August of 1997 by the Redevelopment Commission. The original boundary of the Redevelopment Area encompassed the downtown area only.  In 2003, the Highland Redevelopment Commission (the “Commission”) amended the Redevelopment Area to expand beyond the downtown to include the North Kennedy business area. In subsequent years, the Redevelopment Commission expanded the boundaries to include areas on the east side of North Kennedy Avenue, areas northwest of the downtown, and areas on the northwest side of Indianapolis Boulevard. This year the Commission expanded the Area to include the Sharp Athletic Complex. With this latest expansion, the total Redevelopment Area includes  approximately 201.48  acres. ARCHITECTURAL AND DESIGN STANDARDS DOCUMENT POSTED FOR PUBLIC COMMENTS

The Redevelopment Commission is reviewing the final draft of the Redevelopment Area Architectural and Design Standards and Guidelines. Once this document is approved, it will go to the Plan Commission for their approval and then to the Town Council. The Commission believes that these Standards and Guidelines will enhance the Redevelopment Area and provide guidance to developers. Comments and suggestions are welcome and may be addressed to the Redevelopment Director at cpetro@highland.in.gov.

COMPREHENSIVE PLAN
The Highland Redevelopment Commission developed a vision for the Redevelopment District that allows for a comprehensive approach to growth, giving the community an opportunity to look at all of the elements and put the pieces together in a systematic manner. The adopted standards and guidelines address the past impact and potential future impacts of current building and development practices.

The goals of the Plan are:

a. to create a positive town image through well designed, high quality development
b. to increase jobs and generate tax revenues through new development
c. to assist in the development of business opportunities for all
d. to generate private investment in the Redevelopment District
e. to increase corridor neighborhoods through increased well planned economic opportunities
f. to aid in the elimination of incomplete or inappropriate land use

LOOKING FOR ACREAGE
The long term plan for the Redevelopment Commission is to relocate the public works building and Sharp Athletic Complex. We are currently looking for approximately 20 acres for ball fields and approximately 3 to 5 acres for public works. If anyone knows of possible acreage for these purposes, please contact the Redevelopment office at 219-972-7598 or email cpetro@highland.in.gov.

EXPANSION OF THE REDEVELOPMENT AREA

On August 8, 2007, the Redevelopment Commission expanded the current Redevelopment Area.  The Expansion Area includes a section of North Kennedy Avenue, a triangular section east of Ultra Food Store bordering the Norfolk Southern Railroad and Garfield Avenue, a section of LaPorte Avenue to Indianapolis Boulevard (if extended), and Indianapolis Boulevard from LaPorte Avenue (if extended) to the Calumet River, including areas up to 200 feet west of Indianapolis Boulevard.

The Redevelopment Commission is allowed to expand the original district up to 20% each year. The advantage of including an area within a redevelopment district is to provide businesses with potential economic development "tools", which are only available in redevelopment districts. These "tools" may include local, state or federal dollars.
