FLOOD INSURANCE REQUIREMENTS
LITTLE CALUMET RIVER "AFFECTED" AREA
On August 26, 2011, the Federal Emergency Management Agency (FEMA) issued a Letter of Map Revision (LOMR) to areas in Highland near the Little Calumet River. The "affected area" is bounded by the Little Calumet River to the north, LaPorte Street to the south, Cline Avenue to the east, and Indianapolis Boulevard to the west. The action removed the requirement of property owners in the "affected area" to carry flood insurance. Subsequently, on January 17, 2012, FEMA issued a comprehensive flood map revision that rescinded the August 26, 2011 LOMR and returned those properties that were affected, back into the 100-year flood zone. On January 20, 2012, FEMA reissued the LOMR and those homes that were originally in Flood Zone A in the "affected area" are now in Flood Zone X and may no longer require flood insurance or may be eligible for flood insurance at a lower preferred rate as determined by your lender.

FEMA's process has created a great deal of confusion among property owners that received notice in September that they were no longer in the flood zone, as many have received letters following the January 17, 2012 FEMA decision from their mortgage holder or insurance provider that they are back in the high-risk flood zone and now require flood insurance.

The Town of Highland has been working diligently with a variety of mortgage lenders and insurance writers with the hope of resolving the confusion; however, it has been difficult disseminating the information. If you have been affected by the LOMR and are having difficulty resolving your flood insurance issues, you may download and/or forward the LOMR, including maps, to your mortgage lender or insurance provider.
