NEIGHBORHOOD ENFORCEMENT TEAM (N.E.T.)
The Highland Police Department will be initiating a Neighborhood Enforcement Team (N.E.T.). The goal is to provide a police presence utilizing a marked vehicle and addressing “Qualify of Life Issues” in neighborhoods experiencing problems such as 1) vehicles committing traffic infractions, 2) loud stereos, etc. This program is also designed to introduce our officers to the residents in a positive fashion and determine their specific concerns or needs. Feedback and communication from the residents regarding “Qualify of Life Issues” is paramount and will be channeled back to police administrators at which time the information will be forwarded to the appropriate Division(s) should further remediation be needed to resolve ongoing problems. Officers are not only encouraged but expected to stop and speak with residents whom are outside and not only introduce themselves but also the program; again seeking any specific concerns they may have.

In addition, beginning in June officers along with Volunteers in Police Services (V.I.P.S.) will start bike patrols on the bike trail and within the parks. Patrols will be done on high volume days in order to have a police presence in these areas

SPRING CLEANING INITIATIVE
The Highland Volunteers In Police Services (V.I.P.S.) are coordinating efforts with the Building and Inspections Department for a Spring Cleaning initiative specifically designed to identify both junk vehicles and vehicles violating the State of Indiana’s Reciprocity Law (current residents displaying out-of-state license plates).

To report a junk vehicle, residents may either contact the Building and Inspections Department at 838-3185 or leave a message with the Highland Police Department at 838-1313, extension 4093. A vehicle found to be violating our ordinance will be tagged or possibly ticketed and removed within a very short time period.

To report a vehicle violating the State of Indiana Reciprocity Law, you may fill out an online License Plate Violation Form or call 838-1313, extension 4093. Those found violating this law will be given 60 days to comply or face a citation if they do not.

In either case, those reporting violations are asked to supply the location and vehicle description
